This is a clash of titans.
I live with a belief (one of the few): you should wear boots from October to April and sandals from May to September.
And this is not only because SHE, Franca Sozzani, the queen of Vogue Italy, voiced her belief, but also because of common sense.

For those who have the terrible habit of confusing what to wear and when to wear it, I strongly recommend to print the articles and place them on the fridge! Why? Because fashion is also about common sense!
I understood it when I was 6 years old and my father told me: "Do you wear a bathing suit to go to the beach??". "Yes". "And do you go skiing wearing a ski suit??". "Yes". "Therefore you need to go to school wearing your jacket”. "The school jacket" - Hidden hatred for the uniform, which made us all look alike, as well as for the nuns who forced us to wear it. My dad's speech made much sense for a 6 year old child. It still does. It should be taken as a firm rule: simple, clear, and effective. A dress code for every place, every season and every occasion.
All I needed was a Twitter convo exchange with UnaSnob and UnBombarolo on the topic of boots and sandals to remember the concept which I like to stick to (with permission).
I don’t get the idea of boots in the summer and sandals in the winter.
The first ones keep you warm and make your feet stink! Yes, my dear Fairies and Cinderellas. They actually do! Even if you are fresh and clean, try to wear your boots for an entire day under 30°C (86°F) then we’ll talk about it. Some say they are sexy. No doubt about it. I have 11 pairs; there must be a reason for it. Yet, wearing them during the summer? No! It’s a no-no. You can wear other kinds of shoes during the summer. Even if wearing boots during the summer is sexy you better hope that the night will not end the way you thought. Your lover might end up fainting when you take those boots of yours off.
Obviously, there are weather exceptions. For instance: those summer evenings filled with tropical storms where the choice is either footbath or boot - still try not to overdo it when there’s only a light drizzle!!
For whatever concerns regarding winter sandals with socks or pantyhose or knee socks (God forbid) I’d rather ask a celebrity the question: the fashion queen herself, Ms. Miuccia Prada.

While refraining from making any comment on the combination sock/sandal, where good or bad is subjective (?! see photo below) (the word horrifying can merely express what I think about it, besides the fact that the sock to Britney uh ... you see what happened! see photo above), let's just focus on the effects.
She’s so pretty, the dress, the bag, the shoes. For heaven sake, what came across her mind to make her wear those knee socks?
The sandal, if worn during the winter, may lead to freezing with purple fingers and cold burns which are totally ugly. Still, leaving aside the aesthetics, should we talk about the pain and discomfort?
Balenciaga sandals are gorgeous. Miu Miu socks are beautiful. Together, no way!
You still have permission at times: spring-like days during which the weather conditions and suitable occasions allow for the above mentioned look.
Gals, how many pair of shoes do you have? Some have more and some have less. Yet I do not believe that you must wear sandals at -2°C (28°F) and boots at +28°C (82°F). Have some mercy on your feet and your partner as well (occasional and not) and listen to Franca! Probably Miuccia was sick when she launched the trend. It can happen to anybody.
Well, time to stop being argumentative. Boots: from October to April, Sandals: from May to September. There, I said it!.
